NOTES: The Legal Standard concerning an officer’s use of force is clear: The force is to be judged using a reasonable officer’s perspective and the totality of the circumstances, including the officer’s pre-force tactics and decision making.
Although the law doesn’t allow for judgment with 20/20 hindsight… it shouldn’t stop officers, trainers, and supervisors from making it an obligatory practice to examine force events with that perspective.
