About Tom Stack

Tom Stack began law enforcement career in 1986 as a Corrections Officer for the Montgomery County MD, Department of Corrections and Rehabilitation. In 1988 Tom joined the Montgomery County MD, Department of Police as a police officer. During Tom’s 26-year career with MCP he was assigned to patrol (six years), plain clothes street crimes unit (six years), and the Vice and Intelligence Unit (14 years). Tom has received multiple awards including but not limited to Lifesaving, Numerous Letters of Recognition, Officer of the Year Awards. Tom is a certified police instructor by the Maryland Police Training Commission.



Tom has investigated and assisted in more than 450 Prostitution/Human Trafficking cases to include Asian Massage parlors, Latino Brothels, Domestic Minor Sex Trafficking cases, Labor Trafficking cases, Internet prostitution cases, and “John” sting cases. He has conducted numerous undercover stings. Tom was a Federal Task Force Officer with the FBI, Maryland Child Exploitation Task Force where he was one of the lead investigators on the United States vs Jeremy Naughton human trafficking case. This two and a half year investigation involved a violent pimp who was charged with numerous counts of human trafficking. Naughton was convicted and sentenced to 36 year in Federal prison. Tom has testified in front of the Maryland House of Delegates, Judiciary Committee and the Maryland Senate, Judicial Proceedings Committee on prostitution and Human Trafficking. Tom has been recognized as an expert in prostitution and human trafficking investigations by the Circuit Court, District Court of Maryland and in Federal Court.



Tom is a recognized subject matter expert on human trafficking and has trained thousands of law enforcement officers across the United States on human trafficking awareness. Tom has conducted international trainings in Russia, Thailand, El Salvador. Tom has presented at the National Crimes Against Children’s Conference in Dallas TX, the International Association of Human Trafficking Investigators Conference and other National conferences. Tom is featured in the award-winning HBO Documentary “Black and Missing”.

Tom Stack is currently the Anti-Human Trafficking and Sexual Assault Response Manager for the City of Baltimore, Mayor’s Office of Neighborhood Safety and Engagement where he oversees anti-human trafficking efforts in the City of Baltimore. Tom started and is the Co-Chair of the Baltimore City Human Trafficking Collaborative that won the Presidential Award for Excellence in Combating Trafficking of Persons for the Mercy Medical Center “Blue Dot Human Trafficking Initiative”. Previously Tom worked at the Governor’s Office of Crime Control and Prevention from May of 2015 to October 2017 where he over saw the Governor’s Hogan’s efforts to combat human trafficking in the State of Maryland as the Human Trafficking Policy Analyst. Tom was appointed by Governor Hogan to be a member of the Safe Harbor Workgroup to study Safe Harbor policy for Child Sex Trafficking Victims. He also conducted Law Enforcement trainings though out the State and developed human trafficking policy for the Governor’s Office of Crime Control and Prevention. Tom helped start and oversees the Maryland Human Trafficking Investigators Seminar and The Maryland Human Trafficking Professionals Seminar held annually.
