Patrol Response to Critical Incidents

Critical incidents demand decisive leadership, sound judgment, and a thorough understanding of both tactical and legal considerations. Whether responding to a suicidal subject, an active shooter, a barricaded individual, or a hostage situation, first-line supervisors are expected to make life-altering decisions under extreme pressure—often with limited information and rapidly evolving circumstances. The success of the incident frequently depends on the quality of those initial decisions.

This comprehensive one-day course is designed to prepare patrol supervisors, acting supervisors, and command personnel to effectively manage the initial response to critical incidents. Through the examination of real-world case studies, current legal standards, and interactive tabletop exercises, participants will develop the decision-making skills necessary to safely and effectively lead officers during high-risk events.

The course examines the legal and tactical considerations surrounding warrantless entries, including responses to suicidal subjects and other emergencies where officers must determine whether immediate action is legally and tactically justified. Participants will also review best practices for managing active shooter incidents, barricaded subjects, hostage situations, emotionally disturbed persons (EDPs), and other rapidly evolving critical events.

Emphasis is placed on incident assessment, command and control, operational planning, resource deployment, communication, containment strategies, officer safety, and coordination with specialized units. Participants will learn how to evaluate changing circumstances, balance tactical objectives with constitutional requirements, and make defensible decisions that protect lives while minimizing organizational liability.

Throughout the course, participants will apply these principles through realistic tabletop exercises and facilitated discussions that challenge them to analyze evolving scenarios, formulate operational plans, and justify their command decisions under realistic conditions.
