About Haley Fleming

Haley has more than 20 years (full-time) in the field of Criminal Justice and currently works for the Maine State Police. Haley holds a degree in Criminal Justice and is actively pursuing higher collegiate education. Haley is a long-time instructor at the Maine Criminal Justice Academy (having completed Methods of Instruction in 2008) and instructs numerous courses.

More than ten of Haley’s years of service have been at the Supervisory and Command Level. Haley has a vast array of specialized training in the fields of: Use of Force, Forensic Video Analysis, Leadership, and Internal Affairs investigations. Haley has completed the following notable courses: FBI-LEEDA trilogy, FBI-LEEDS, IACP Leadership in Police Organizations, and he is a graduate of the 276th FBI National Academy and Force Science Institute. Additionally, Haley has completed numerous training courses in the field of Forensic Video Analysis (to include L.E.V.A), which focus on the step-by-step frame breakdown and explanation of video evidence.

Haley possesses specific expertise in 4th Amendment application; arrest & detention, with concentrated emphasis in the fields of Use of Force Investigation -and- Forensic Video Analysis. Haley has been qualified as an expert witness in police involved force and video analysis (breakdown) in the Maine Court and has testified in such capacities. Haley is frequently consulted by law enforcement agencies as well as law offices concerning video evidence and probative value.

Haley currently serves in the U.S Military in a reserve unit and lives in Central Maine with his family.
