My name Sgt. Michael Kelly from Jackson Township Police Department. I recently have been taking part in several guest speaking and panels throughout the state pertaining to the new cannabis law and impairment. I am finding that many police officers do not know how to recognize if someone is under the influence of cannabis and how to establish probable cause for the arrest. They smell the odor of cannabis but don't know how to proceed with the motor vehicle stop.
For that reason, I have created my first full day class named Cannabis Impairment and Drug Recognition.
I also created Understanding Drug Impairment for the SRO.
Other classes being created:
Current Drug Trends (All the current synthetics, trends, signs and symptoms and how to determine if the subject is impairment)
DWI Essentials (Understand all the elements needed to investigate a DWI arrest, Drugs and Alcohol)
DWI Interviewing and Report Writing. (The personal encounter is one of the most essential parts of the DWI investigation. What roadside questioning should be conducted, interviewing techniques and how to properly write all your observations.)

Overall good course. The instructor provided a lot of good information on the new trends in narcotic use, especially amongst school age children. I will definitely be able to bring this information back to my school district in order to assist with recognizing drug/paraphernalia use.

Sgt. Kelly provided a lot of insight and information about problems that are common to SRO’s throughout the state. I learned some new tips that I’m looking forward to applying in this upcoming school year.
Sgt. Kelly’s class made me overall better Officer. It gave me the tools to make me more proactive in the area of DWI, as well as learning warning signs for youth drug use.
