Vehicle Operation Liability Awareness

This awareness-level course is designed to help officers understand the legal, safety, and liability implications tied to routine patrol, emergency response, roadblocks, and pursuits. Through the review of case law, national and state statistics, and model policy, participants will gain practical knowledge to reduce risk and improve decision-making. Officers will leave better equipped to navigate vehicle operations with increased legal awareness and professional accountability.

Course Objectives:

Identify key legal concerns and liability risks associated with routine and emergency vehicle operation, including pursuits.
Analyze national and state data on vehicle-related incidents in law enforcement.
Apply relevant case law, including Norton v. Hall, to operational decisions in the field.
Distinguish between ministerial and discretionary functions under the Tort Claims Act and review model policy applications.
